Description:
The Department of Human Resources began operating in 1965 as the Local Community Action Agency. Community Action Agencies were authorized by the Economic Opportunity Act of 1964 to spearhead the war on poverty. In 1974, a local Council on Aging (COA) was incorporated to provide services to low-income and elderly residents of St. James Parish. The two organizations (sharing similiar missions and visions) joined forces in 1980 under the umbrella of the parish government. The Department is divided into nine programming areas: Head Start, Youth, Special Programs, Technology, Housing, Transportation, Mental Health, Substance Abuse Prevention, and Elderly Services. DHR offers services such as emergency food and shelter, bill payment assistance, income tax preparation, homebound and congregate senior meals, arts programming, work for entry level programs, transportation, GED preparation, basic computer education, housing counseling, and much more.

2009 Annual Report
Elderly Program
If you are a Senior Citizen age 60+, St. James Parish Area Agency on Aging provides services for senior citizens including four senior citizens. Services are home delivered meals, congregate meals, outreach, information & referral, recreation, telephoning, legal assisstance, and many more.
Finance
Head Start Program St. James Parish Head Start Program provides a high quality, developmentally appropiate education program to children three to four years old. Head Start ensures that children recieve needed medical services, including age-appropiate screening and immunizations, dental check-ups and needed dental care, nutritionand social services.
Housing Program
If you need information on how to obtain a safe and affordable housing, our housing counseling program can help. Information is available relating to applying for loans and grants for housing, becoming financially literate, lowering your energy bill and repairing your home.
Planning & ResearchThe Planning and Research Department maintains a research/resource library and seeks funds from available sources to continue to operate existing programs and to expand others to better serve all residents. 
Special Programs
If you need energy assisstance to help you stabalize your family through a crisis, Special Programs can help.Rent/morgage payments, utility payments, and food vouchers can assist eligible families, provided that funds are available.
Technology Program
If you want to learn how to use a computer or need job training, try our Technology Program. A mobile vehicle eqipped woth the latest technology travels to various locations in St. James Parish to provide computer training to youth and elderly. Job skills training and G.E.D preparation classes are also scheduled on the mobile vehicle.
Transportation Program
If you need transportation to your job, a medical appointment school, or shopping, St. James Transit can take you there. Buses with scheduled routes operate reguarly within the parish. Some out of parish transportation can also be requested. 
Youth Services
If you are a youth, we have several programs that would benefit you:
1.  Youths aged 6-18 can enhance their literacy, culture education, leadership, and other skills through these programs.
2. Youths ages 16-24, unemployed or uneducated, G.E.D. preparation and job skills training are offered. Stipends are paid in some cases.
