Mission: Our mission is to empower individuals and families to self-sufficiency by providing resources and services to improve their quality of life.   

Vision: We envision a thriving St. James Parish Community in which economic and social gains prevail and all people reach their full potential and live productive, healthy lives.

In 1973, St. James Council on Aging (COA), a 501 (c) (3) organization, was chartered to develop and operate programs to benefit the elderly and low-income residents. Simultaneously, a Community Action Agency (CAA) was operating in the parish, which resulted in duplication of services. This problem was resolved in 1981 when St. James Parish Council, the governing board, created the Department of Human Resources (DHR) to administer all social services programs. DHR has the organizational capacity to administer grants, programs, and services for the Council on Aging. The COA board provides oversight of the agency.

The agency has grown to include a multitude of services which are listed under these major categories: Elderly, Youth Services, Emergency Assistance, and Transportation. Please take the time to read about the specific programs listed under each category.

Community Programs
Earned Income Tax CreditFree tax preparation services' are available to all parish residents through the IRS Volunteer Income Tax Assistance (VITA) Program.  Income tax returns will be submitted electronically and prepared by trained staff members.
Elderly ProgramIf you are a senior citizen age 60+, St. James Parish Area Agency on Aging provides home delivered meals, congregate meals, outreach, information & referral, recreation, telephoning, legal assistance, and many more.
Housing Program If you need information on how to obtain safe and affordable housing, our housing counseling program can help. Information about applying for loans and grants for housing, becoming financially literate, lowering your energy bill and repairing your home are available.
Planning & ResearchThe Planning and Research team maintains a research/resource library and seeks funds from available sources to continue to operate existing programs and to expand others to better serve all residents.
Senior Community Employment Program: Title VIf you are a senior age 55-older, the Senior Community Employment Program or Title V, can help you receive support services.  
Special Programs: Emergency Assistance If you need emergency assistance to help you stabilize your family through a crisis, special programs can help. Rent/mortgage payments, utility payments, and food vouchers can assist eligible families, provided that funds are available.
TechnologyIf you want to learn how to use a computer or need job training, try our technology program. A mobile vehicle equipped with the latest technology travels to various locations in St. James Parish to provide computer training to youth and elderly. Job skills and G.E.D preparation classes are also scheduled on the mobile vehicle.
TransportationIf you need transportation to your job, a medical appointment school, or shopping, St. James Transit can take you there. Buses with schedules routes operate regularly within the parish. Some out of parish transportation can also be requested.
Youth Services If you are a youth, we have several programs that would benefit you: 16-24 year old unemployed or uneducated youth, can benefit from the G.E.D preparation and job skills training classes that are offered. Stipends are paid in some cases.
