Coastal Zone Management

 

It is the public policy of the Coastal Zone Management (CZM) Committee to:

1.  Protect, develop and, where feasible, restore or enhance the resources of the Parish's coastal zone.

2.  Support and encourage multiple use of coastal resources consistent with the maintenance and enhancement of renewable resource management and productivity.

3.  Develop and implement a coastal zone resource management program based on consideration of parish resources, the environment, and the needs of the people of the state, the nation, and the local government.

The CZM advisory committee is composed of 9 members appointed by the Parish Council every 4 years and serve at the pleasure of the Council.  The CZM advisory committee has the following duties:

1. Review and comment on any rules and regulations relative to coastal resource management.

2.  Review and comment on any permit applications that do not conform to the permit criteria.

3.  Review and recommend to the Council any modifications to the Coastal Zone Program.

4.  Issue, deny, or modify permits issued by the Office of the Parish President.

5. Inspect and/or investigate conditions relating to CZM.

6. Conduct any investigation necessary to comply with the purposes of the CZM Program.

The committee meets on the last Wednesday of each month at 6 p.m. in the Council Chambers, Convent Courthouse.


Application Procedure

Any person seeking to perform any coastal use within the coastal zone must first obtain a permit from the Council through the Parish President authorizing such development. 

All applications must be made on the form prescribed by the U.S. Army Corps of Engineers' standard permit.  All applications for uses of local concern should be submitted to the Office of the Parish President at the Courthouse in Convent, Louisiana.

All applications for uses of local concern shall be accompanied by:

An application fee:

1.  For local coastal use permits, the fee shall be based on the estimated cost of the proposed project as determined below:

Cost of Project Fee
$0.00-$24,999.00 $20.00
$25,000.00-$49,999.00 $50.00
$50,000.00-$100,000.00 $75.00
Above $ 100,000.00 $100.00

2.  For projects requiring a determination on the affects of the proposed project, such as letters of no objection, the fee shall be $20.00.
